I like the site a lot =). The tabs at the top are great and easy to navigate. I think overall that it is a little too text heavy on the front page/left tab.
I really like what the site has to offer to our audience! I also feel the text is a bit much on the front left tab. Is there any way to space that out? Other than that the information shared is interesting and important. The only thing I could think to add would be a forum area for youth to share their activities/ideas (like of like the neighborhoods, but located here). Possibly just a link would suffice.
I’d consider re-naming the tabs perhaps. maybe something like…

Red Cross Youth? (About)
Volunteer. (Volunteer now)
Raise Money. (Fundraise / Donate)
Get Trained. (NYI)
For Your Red Cross Youth Program. (Resources, Contests + Scholarships)
Feel free to hate on those specific names but I think generally having action verbs would be good, and I think those general categories are generally more intuitive.
